Parole revoked for double murderer arrested again just weeks after leaving prison

The Nevada Board of Parole Commissioners ordered more prison time Monday for a double murderer who killed a young woman and her 4-year-old son, then was accused of violating parole conditions just weeks after his release.

The board revoked parole for Michael Domingues, 49, until at least June 2029, the maximum time officials said they could impose under state law.

“You have had the luck and the benefit of the criminal justice system beyond belief,” Commissioner Eric Christiansen told him.

He added: “We decided at some point that you should deserve a chance. And here we are again.”

At 17, Domingues was the youngest person in modern Nevada history to receive a death sentence when jurors ordered the punishment for him in 1994.

He had strangled to death 24-year-old Arjin Pechpho and fatally stabbed her son, Jonathan Smith, the year before.

Through a series of changes to his sentence, he became eligible for parole and the parole board decided to release him late last year.

Family members of the victims said the board did not notify them that it was considering parole for Domingues. They learned of the decision from a reporter after the board had granted parole.

Domingues was freed March 23.

It was the first time he had been out of prison as an adult. He was re-arrested April 20.

“He did get arrested because he was making threats,” Nevada Parole and Probation Officer Esequiel Sierra told the board Monday.

The parole board found that Domingues committed violations under the categories of associates and programming, said Christiansen.
