Metro corrections officer accused of lewd acts in front of strangers, police say

A Metropolitan Police Department corrections officer repeatedly filmed himself carrying out lewd acts in front of women, including strangers he tracked in parking lots and at a restaurant, according to a newly released police report in the case.

Quincy Brown, 34, is accused in three separate criminal cases with charges of lewdness by person in front of child under 18, stalking, 14 counts of open and gross lewdness, and 10 counts of soliciting prostitution.

Police said one woman told police that a man she did not know “repeatedly parked next to her at two different workplaces and masturbated while making intentional eye contact, causing her to believe she was being stalked.”

Police alleged he committed the lewd acts near multiple businesses and parking lots, including Centennial Hills Hospital Medical Center, a Subway and a title company.

Police said they recovered Brown’s phone and found concerning content on it, including videos of him masturbating underneath his clothing as he filmed women at both a fast food business and at a title company.

“These victims appear unaware that they were being filmed,” police said. “This conduct is consistent with a covert and sexually motivated pattern of behavior, aligning with Quincy’s previously established methods of targeting women in the public.”

Brown has worked for Metro since 2017. He has been suspended without pay.
