Bally’s changes course on development around A’s Vegas ballpark

Plans have changed for how a planned Bally’s Las Vegas mixed-use project will rise around the under-construction Athletics ballpark.

Changes to the order of construction became clear Wednesday as the Clark County Commission approved a series of land use permissions for the mixed-use development of 26 acres that surround the ballpark project.

The so-called entitlement package approved Wednesday was not for the entire property. Instead, it focused on a mixed-use podium to be built on the property’s northwest corner as well as parking and a 2,500-seat theater on the southwest corner of the site.

Permits for a future hotel-casino will be reviewed by the commission on Sept. 16. That phase of the project also requires approval from the Federal Aviation Administration.

An unnamed group has expressed interest in potentially purchasing Bally’s planned $1.1 billion project, according to a person with knowledge of the situation. If that were to occur, the entitlements would transfer to the new owner.

“The Board today considered for approval the portion of Bally’s application that includes the parking and podium development to ensure the public has a safe way to get from the public sidewalks and pedestrian bridges into the stadium,” Clark County spokeswoman Jennifer Cooper said in a statement.

“The towers associated with the Bally’s application have not received FAA approval and were not considered for approval today,” Cooper’s statement said. “For context, entitlements are associated with the land, not the developer so should Bally’s not move forward with the project, another developer would be able to use their entitlements.”

If the sale of the project does not go through, the source told the Las Vegas Review Journal that Bally’s officials are confident the company’s funding partners are ready to move forward with construction of the northwest podium.

The project has now been divided into three phases of development:

— Phase 1 includes the A’s $2 billion ballpark, a 1,500-space parking garage and a central utility plant.

— Phase 2 now includes the multi-level podium, with a three-level parking garage with 953 spaces underneath a plaza with retail, entertainment and dining facilities, according to an updated plan presented Wednesday by Bally’s. It also includes the 2,500-seat theater and a temporary surface parking lot with around 532 spaces between the northwest podium and the theater.

Later phases involve the construction of the casino resort between the podium and theater, and additional parking.

The first two phases would create 3,055 on-site parking spaces. Similar to Allegiant Stadium and T-Mobile Arena, the ballpark will also rely on nearby MGM Resorts properties for game and event day parking, as the casino giant boasts over 30,000 spaces within walking distance of the three event spaces.

Work on the A’s ballpark is well underway, with the structure now being a full circle, with levels built to the highest point of the seating areas in the planned 33,00-fan capacity stadium. The ballpark remains on schedule for a late February 2028 completion, according to the A’s.

The A’s have building permit applications filed with Clark County in relation to the southeast parking garage and the utility plans. Bally’s also has permit applications filed with Clark County tied to the initial work for the northwest podium and theater.
