Raiders looking to build $158M Allegiant Stadium Hacienda plaza platform

The Raiders are set to spend $158 million to upgrade the approach to Allegiant Stadium on Hacienda Avenue, with almost half of that cost potentially coming from excess stadium room tax revenue.

The north plaza project would build a platform from the Hacienda bridge over the Lot C parking area on the north end of the stadium that would create a covered area beneath for ride-hailing operations that have been using a privately owned parking lot north of Hacienda, according to Steve Hill, Las Vegas Stadium Authority chairman.

“It’s a platform that creates a second story off of Hacienda,” Hill told the Las Vegas Review-Journal. “Right now, you have to walk all the way down to Hacienda, into the road, into the stadium. This will allow you access to a good portion of Hacienda, so you don’t have to walk all the way down (to Allegiant Stadium Way) … And it’ll be a gathering point; it’ll be pretty significant size.”

Over 20,000 people use Hacienda to travel to and from the Las Vegas Strip for Raiders games and large events at Allegiant, according to Hill.

The north plaza area will also be the site of a future Boring Co. Vegas Loop station, Hill said.

The matter will be heard at Thursday’s stadium authority meeting with the Raiders looking to use up to $75 million from the authority’s waterfall residual account. The matter will then be up for approval at a tentatively planned Sept. 2 special meeting of the stadium authority.

The waterfall account collects excess revenue from the 0.88 percent room tax used to pay the public’s $750 million contribution to the stadium’s construction. The account receives money after bond debt payments are made and stadium authority operating expenses and other requirements, such as UNLV football’s annual payment for missing revenue projections, are met.

The waterfall fund can be used for capital improvements made to the stadium or to pay off debt earlier.

“We will hear it, but we won’t act on it for these major things we don’t tend to act in the same meeting that we first hear it,” Hill said. “So, we’ll hear it on the 20th. We are planning a special meeting to consider approving it because it will be partially funded with funds at the bottom of our waterfall account.”

Hill didn’t note a time frame for when the work could begin; that information is also not included in the backup material for Thursday’s meeting.

At Thursday’s meeting, Clark County will also request using just over $2 million from the waterfall fund to pay for three minor stadium additions. They include adding gantry signs over Polaris Avenue north of Russell Road and on Dean Martin Drive south of Oquendo Road and widening the sidewalk on Hacienda.

The stadium authority will also hear items relating to the Athletic’s $2 billion ballpark, including an update on the northwest plaza situation that Bally’s Corp. was initially expected to build and a stadium tax revenue update.
