
Literacy seems to continually prove a challenge in the Clark County School District, with only about 25 percent of high school students projected as proficient in reading readiness on the ACT (July 12 editorial). How is this possible with all the money thrown at the system over all these years and multiple attempts at rectifying the problem?
It’s significant to note that the failing school system in Washington, D.C., implemented educational reform via the IMPACT teacher evaluation program, which has successfully improved student achievement as well as teacher performance and retention. This program has served to improve student scores by testing students, rewarding quality educators with bonuses and replacing the low-performing teachers. The result was significant academic improvement and teacher effectiveness.
Naturally, the unions opposed the policy because it held them accountable to do the job expected of them.
