
The developer of an envisioned apartment complex behind Tivoli Village has landed financing for the suburban Las Vegas project.
CanAm Enterprises, an investment brokerage firm, announced $40 million in funding for the 300-unit Ainsley at Tivoli.
It said that the influx of capital came from 50 investors through the EB-5 program. Under that federal program, foreign investors can obtain U.S. residency by putting at least $800,000 into a commercial enterprise that creates at least 10 jobs.
CanAm said on social media in May that the Ainsley at Tivoli EB-5 project had closed, adding the new rental complex is penciled for one of Las Vegas’ “most sought-after neighborhoods.”
The Calida Group is developing the Ainsley-branded complex along Rampart Boulevard just north of Alta Drive. As of a few weeks ago, construction had not started yet.
Las Vegas-based Calida, one of the biggest apartment developers in Southern Nevada, declined to comment for this story.
Its 8.4-acre project site is wedged between Tivoli Village, a Mediterranean-themed retail-and-office complex, and Angel Park Golf Club.
Calida acquired the site in 2022 for $27 million, property records show, and the Las Vegas Planning Commission approved its project proposal in 2024.
Plans have called for a five-story, 300-unit apartment complex with a four-story parking garage, along with three courtyards, a pool area and a sports-court complex, city records show.
Last month, the Planning Commission gave Calida an extension on its approvals.
Attorney Mark Mulhall of law firm Kaempfer Crowell, representing Calida, told city officials in a letter in April that tariff policy and global conflicts had increased uncertainty and materials costs, making it “difficult to begin construction during such a period.”
However, he added that the developer is committed to building the project.
Calida, launched by co-founders Eric Cohen and Doug Eisner, is no stranger to this pocket of Las Vegas.
In 2021, it opened Elysian at Tivoli, a 359-unit apartment complex on the south side of Alta near Rampart, next to the Boca Park shopping center.
